Not a Defensive Foul in Transition, dribbler “flops” to the floor

This is an example of incidental contact in transition, where an offensive player attempts to draw a defensive foul call. On this transition play, the defensive player is legally moving alongside the path of the offensive player, and the offensive player then turns into the defender, in an attempt to draw a defensive foul. This is NOT a defensive foul, and “play on” would be the best ruling.
