“This is an example of a Non-Basketball move where an offensive player uses his off arm to initiate illegal contact and hook his defender. The dribbler, Karl-Anthony Towns, uses his off-arm to grab and hook the arm of the defender, Jeremiah Robinson-Earl. This is an offensive foul. An offensive player may not use their off arm to hook their opponent’s arm in a manner that affects their opponent’s ability to defend the play.”
